2025 was a big year — and a tough one.

As federal tax changes reshaped Colorado’s budget in real time, CFI stepped up to meet the moment. We showed up at the Capitol with data and clear solutions. We translated complex policy into accessible insights. And we brought communities across the state into the conversation about what a fairer tax code can look like.

That work led to real impact — from advancing policies that protect Colorado’s budget to strengthening the case for investments in working families.

This first-ever Annual Report offers a snapshot of that work in action:

• Research that informed fast-moving decisions and long-term strategy
• Communications that connected the dots between federal decisions and local impacts
• Outreach that engaged Coloradans statewide and built a stronger movement for change
