Shaping Colorado’s Future Through Legislative Action

Tax policy serves as a powerful tool for equity. It can either fuel economic opportunity for everyone, or it can end up holding us back.

The Colorado Fiscal Institute is part of the action at the Capitol every legislative session, bringing research, analysis, and advocacy to tax and budget decisions that affect all of us. We’re a nonpartisan group of policy wonks who care deeply about whether fiscal policy actually delivers economic security and opportunity for people across Colorado.

We follow legislation closely, dig into the details, and testify in support or opposition based on what the evidence shows. While these debates happen at the Capitol, their consequences reach far beyond it, shaping public services, household costs, and the investments our communities depend on.

Below is information for lawmakers and everyday Coloradans alike. Our goal is to make advocacy more accessible by clearly explaining what’s happening under the Dome, where we stand, and why it matters. This page helps:

A fiscal policy wonk is someone who thinks spreadsheets are exciting, believes a good tax policy pun is hilarious, and is not sorry about it.

People Over Corporate Tax Breaks

H.R. 1 (the “One Big Beautiful Bill Act”), passed on July 4, 2025, forced a bad tradeoff that is already hitting Colorado families. Because federal tax cuts reduced state revenue and TABOR limits what Colorado can collect, state revenue has fallen below the level needed to fund the Family Affordability Tax Credit. As a result, the credit is turned off for the 2026 tax year, meaning families will not receive it when they file their taxes in early 2027.

This happened because Congress gave big tax breaks to corporations while cutting back support for working- and middle-class families. Many of those families earn too much to qualify for safety net programs but still struggle to afford basics like housing, food, and health care. Now even programs like SNAP and Medicaid face deep cuts, while Colorado is left with an $850 million budget gap it cannot easily fill under TABOR.

That’s why CFI’s four bills in the 2026 legislative session matter so much. Together, they are designed to reverse these unfair tradeoffs, level the playing field by closing loopholes,  and restore funding for the Family Affordability Tax Credit so families get the help they were promised—not just more tax breaks for corporations.

The Bills We Want Colorado Lawmakers to Pass

This bill stops Colorado from copying new federal tax breaks that let big businesses write off more of their costs right away. Instead, the state counts more of that money as taxable income and uses the extra revenue to create a new, refundable tax credit for families with kids. Read more

A legislative agenda is a plan for what a lawmaker or group of people wants to pass, stop, or change during the legislative session.

The Family Affordability Tax Credit (FATC) is a new Colorado tax credit passed in 2024 that gives families with children under 17 money back to help pay for things like food and rent. Families can get up to about $3,200 for each child under 6 and $2,400 for each older child, depending on their income and whether the state has enough money to pay for it.

Colorado’s legislative session is short—just about 120 days each year—and a lot happens in a very small window. Bills change quickly, hearings are scheduled with little notice, and major decisions can move in a matter of days.
