
Colorado’s immigrant communities are facing significant challenges as recent federal policy changes threaten access to essential programs and services. H.R. 1, signed by President Trump on July 4, 2025, will negatively affect the well-being of immigrant children, families, and individuals across the state. The law—officially enacted as Public Law 119-21—reflects a broader trend of immigrant exclusion and reduced access to programs that support health care, food security, tax fairness, and economic stability.
To help communities, service providers, and advocates understand what these changes mean for Colorado, the Colorado Fiscal Institute partnered with 9to5 Colorado, the Colorado Center on Law and Policy, and Hunger Free Colorado to produce a set of resources that summarize the impacts. Together, these organizations form a policy and advocacy support network working to advance access to housing, mental and behavioral healthcare, and nutritious food for all Coloradans. This cohort is supported through The Colorado Trust’s Community Resiliency Initiative.
The materials below outline the most harmful provisions of H.R. 1—including those affecting immigrant communities—and provide clear, accessible information about how reduced access to health care, food assistance, and targeted tax credits will affect immigrants in Colorado. These resources are designed to support community partners, policymakers, and Colorado residents navigating the road ahead.
