The Gazette quoted CFI in a piece highlighting Gov. Hickenlooper’s plan to keep the estimated $316.6 million in fiscal year 2016-2017 instead of paying it back as TABOR rebates. Instead, this money would go towards transportation projects, education, repaying local governments for the impact of oil and gas operations and paying back money borrowed from the Medicaid expansion and increased hospital provider fees.
