CFI economist Chris Stiffler, explains what TABOR (Tax Payer Bill of Rights) is in an article published by the Pueblo Chieftain.

“It tells us how we vote on taxes, when we vote on taxes, tells us the ballot language that’s required to be on the ballot in November, there’s a cap that tells us how big government can grow each year and that cap grows by inflation plus population growth each year. So if prices go up 2 percent and population goes up 2 percent, that cap is allowed to grow by 4 percent, and then TABOR says all that we collect in taxes and fees, if it exceeds that cap, dollars are returned to taxpayers in the form of TABOR rebates.”
