The Denverite quoted CFI’s Executive Director Carol Hedges, in a piece discussing a new bill that would change the way the state calculates the TABOR imposed revenue cap. Under this bill, the cap would grow by the rolling five-year average of growth in personal income, which is a more accurate reflection of economic growth than the current measurement of the consumer price index.
