CFI is quoted by The Gazette in a story outlining Douglas Bruce’s (creator of TABOR) efforts to keep Colorado Springs from collecting and keeping more tax dollars. According to The Gazette, Douglas Bruce is a man that plans ahead, establishing rules within TABOR that make it extremely hard for cities and the state as a whole to collect more tax revenue.
