Local share of Colorado school funding in 2013. In the early 1980’s the local share used to be 54 percent which provided more money for schools and allowed greater state budget flexibility. Over the past 3 decades, local share funding for K-12 has declined and TABOR has limited the state’s ability to backfill those missing local dollars with state tax money which has resulted in Colorado funding schools well-below the national average.
